New implementation of gpc derived polygon clipper

There is a version in c of gpc based polygon clipper.It has NO tail
recursion,does NOT show NULL
pointer references and is substantially faster.IT is NOT monolithic.
It is distributed as phokaware and called Mumbai polygon clipper. It
is plug compatible to the worm full and bug infested gpc.
